Is there a way to level up glitch? I need to kill a legendary dragon but it will take ages to gain 20 more levels. Ive beaten the game over 100x. Got plat on xbox but want it for pc as well. Need 5 more achievements.

There is a glitch to increase speech skill by using a glitch that allows you to sell a merchants own stuff its a weird and strange glitch but it can help you level up and also will give you some gold aswell its also a very famous glitch

Contrary to the console text, console commands do not disable achievements. However, there are some achievements that cannot be directly earned using commands (i.e., Oblivion Walker, discovering locations, or ones that require quest queue's to complete per script).

OP, in your case, creating a character with the sole purpose of patrolling Whiterun Hold until a legendary dragon shows up can be completed by using console commands to artificially increase skills. Just use the: ADVSkill [skill name] ## will work.
If you hold down Detect Life in the middle of a city, it will level up fairly quickly. One of the easiest non-glitch ways to gain levels quickly.

There is also the option of taking advantage of stuff thats easy and profitable like leveling alchemy to 100 using very specific potions and then resetting it, as xp gain for it is based on value of the potion made. Waterbreathing and Fortify Health potions have some ingredients that boost the value of the potion as well making things go quick. Then there are a couple good potions that you can make from items grown in one of the player built homes. It then becomes more of what kind of alchemy stockpile have built up, or how many times willing to fast travel between vendors(48hrs for their inv to refresh).

I also seem to remember hearing about some kind of cheese involving telekinesis and fast traveling.

Use enchanting to make a set of clothing that reduces Alteration costs by 100%. You need 4 pieces at 25% each without cheesing enchanting to possibly get more. Use telekinesis to pick something up, and while holding it you fast travel to another location. Instant 100 Alteration and several levels. Make the skill legendary to reset it to 15 and do it again.

Console commands have no effect on achievements at all in Bethesda Fallout/Elder Scrolls games. Fallout New Vegas does disable achievements, but only for that particular session. But that also isn't a Bethesda game.

Well I'm no fan of exploiting but my best abuse level up method is to persuade and pay off guards at different holds while you have a bounty. Levels up the speech rather quickly. I play on master at the time of doing that from 80s-100.
