I'm just stabbing in the dark since you haven't given any PC specs . While I've never heard of Folkvangr , I do know Racemenu and quite a few other mods need F4SE to run properly .
If this is a new install , you need F4SE for these mods to work . If this is in middle of a play-thru , depending on what Windows you're using , it could as simple as a windows and / or game update , to a newly installed mod/s that '' don't like your game '' . If the latter is the case , disable those mod/s and see what happens .

If you use engine fixes:
"
(Optional) Disable and re-enable all plugins you have after having installed SSE engine fixes.
Install SSE Engine Fixes - Modified .toml File and replace the .toml file located in the Part 1 of SSE engine fixes files
In your new .toml file, change these lines to false

EnableAchievementsWithMods
SaveAddedSoundCategories
SaveScreenshots
"
If you dont use engine fixes mod this is completely irrelevant. If you do use engine fixes it should fix it. The file is edited using notepad.

Yeah. Let's start from basic questions. Do u starting game through Skyrim Script Extender (SKSE64)? Or just pushing play button in steam?

Something else to consider is that there have been reports of Vortex simply ... messing up lately.

A lityke bit ago Vortex decided to refuse to apply my mod list, and in order to fix it I had to reinstall (thankfully not re-download) every last mod, simply redeploying them wasn't working.

I have just spent the last 7 hours fighting with it on MO2. Somethings up!!
guys thanks for the help! i figured it out, it was probably the most simple thing, some mods had disabled themselves haha
never mind it's still not fixed now it's all of JK's Skyrim stuff that won't load, lol modding skyrim can give you one hell of a headache

It's funny. I decided to update the game and make a new mod pack. At first everything was fine, fixes, weather mod and enb. After that, I decided to change the weather mode and the same ♥♥♥♥♥♥♥♥ started. When I load the save, the game writes that you have creations installed but not enabled. If I start a new game, no mod is enabled. The vortex, when turned on, shows every time that the plugins are disabled. Moreover, I switched the language to English and when I tried to bring my language back, the game downloaded 1.6 GB, but nothing happened. I changed the language in skyrim ini. I got squares instead of letters. I replaced the interface bsa from version 640. Still squares. I checked files in steam and he re downloaded the interface bsa but still squares. I opened the launcher and the language returned, but now the game is re downloading AE content second time. What amazing updates are being released by Bethesda XDD

What version of the game? AE is not enough, it only says you have the CC content. What version of SKSE? Which is the last Address Library versionlib in your Data/SKSE/Plugins folder? Using other SKSE DLL plugins and are these all up to date? Load order from LOOT would also be a good idea.

Maybe also have a look here:

In general, every time I start the game, it disables plugins. Yes you right, in the EngineFixes.toml file, you need to set EnableAchievementsWithMods to false. But perhaps this is a conflict with some other fix mods. Because there was no such thing at the first start of the game. I will look further.

If you are using Achievements Mods Enabler, remove it. It's outdated. Use SSE Engine Fixes with the changes in the .toml file. Use the simple .txt file I mentioned in my guide.
