Because people like to use exploits instead of outright cheating despite that fact that latter would just be faster and easier.
If you love to wait for 24+24 seconds plus menu clicking to shop for a few alchemy ingredients or soul stones, you do you.
I am curious what the advantage that particular exploit gives? Steal their inventory and sell it back to them? Whatever it is, just use a mod.

It resets the vendor as if you waited 48h without waiting for 48h. You literally just skip the waiting for 24h twice.
Just use player.additem command.
You still need plenty of gold to use the exploit. The steps are -
1. Buy items.
2. Save game.
3. Kill Vendor (stealth attack from behind is best).
4. Reload save.
The inventory is refreshed with varying amounts of product and you sometimes get different items.
If the vendor doesn't have enough gold for you to sell items to, just give them more (don't exceed 4,000 or it can cause issues). In console, select the vendor and type -
additem f 4000
Either:
1) Just spawn the items you need and toss the gold if you want to justify it and actually save yourself time.
2) Use the speed up wait/sleep time "exploit" and waiting those 48 for a legit refresh takes less time than the hit vendor and quick save/load cheat
3) Just travel around to different locations...
I didn't justify anything or said it's better or worse. It's my preferred way to play the game instead of console commands.
It's not directed at you, rather everyone in here: If you have nothing of value to say, don't say anything. It costs you nothing to not type.
I know of the other methods, but I asked about a specific solution to a specific thing. I don't need 3 people to say "jUsT cHeAt GoLd LmAo" when I didn't ask for it.
I resolved the problem myself now with editing his relations and bounty alliegiance to whiterun now.
And am a bit salty because thanks for nothing. Steam forums at its best.
And while it isn't a solution to your specific problem I did provide imo a better/quicker solution that doesn't involve exploiting the game or breaking it like it did with your save which is to open the wait menu and drag the slider over to 24 hours and continue to hold then after pressing enter quickly slide it back down to 1 and the 24 hours should go by in about 1 second, do that twice and there is your 48 hour reset.
But honestly you really might as well just use the console to find the item code for what you need then add or spawn the item, time is meaningless in this game after 20-30 hours and you save yourself the time of going around the vendors.
