Report a translation problem
I mention this because most of the fomod installers I see now are not recognizing the individual JK cities for patches. I usually only see the option for JK Skyrim, so am curious if you have all, and the updated, patches you need.
Check your load order, the plugin priority is probably too low/high and being overwritten by other plugin.
I have this happen to me before.
Funnily enough the issue was Skyclimb. It hasn't been updated for past patch or two (its in the works) but a community member got a workaround in the form of replacing the .dll file.

Additionally, review the 'SKSE Plugin Status' page from the link in the guide. It lists many SKSE dependent mods and their status for several versions of the game.
