You have a version mismatch. Whichever version of the game you have, you need the SKSE version that corresponds to that. If it still doesn't work. You need that matching Address Library. If it still doesn't work after that, there is a specific mod that depends on SKSE that needs to be updated.
For example: IF you have the latest version of Skyrim 1.6.1170 then you need SKSE version 2.2.6 Address Library version 10. For the individual mods that follow, not much choice but to wait for them to update if they haven't already. Or failing that uninstall the failing mods (which also breaks saves) or downgrade.

Apparently there is a new update on the way for the GOG version (requested by the SKSE dev team) - but I haven't heard anything about an update for the Steam version yet.
That being said Bethesda knows what updates can do to a modded game. They arent that dumb. They also know that most of the people who play skyrim are modders. Hence why they are trying to get people to pay for them. So by throwing out these "updates" knowing what could happen just for there pretty awful CC content is 100 percent on them.
