Isn't that a Oldrim file? Have you installed the wrong version of SKSE or something else?

I installed the anniversery version I don't have that. I have the special edition. People told me to install anniversary edition

If it's missing, you can use Steam to validate your files and it should download it, though I wonder how come you don't have it.

Well I'm glad it worked.
There's quiet a lot I use to improve graphics, so it's hard to tell. For starters, there's SMIM which improves many models. https://www.nexusmods.com/skyrimspecialedition/mods/659
And a texture replacer that covers the landscape, cities, etc, I use Skyland AIO: https://www.nexusmods.com/skyrimspecialedition/mods/34179

Maybe you should check Vlad's guides. If you pick some texture replacers, you won't have any problem, but if start installing many mods, you should read from the beginning to avoid issues down the road. The first guide is smaller, the second is more recent but much larger:
