How do I buy property?
No options for property purchase exist for any of the holds, so I'm wondering if questlines or a certain milestone must be reached before that.

The city I want isn't allowed, I have a non dragonborn character.

So Whiterun? I can't think of another city where its locked behind being dragonborn.

If you use mods you can opt for skyrim unbound: https://www.nexusmods.com/skyrimspecialedition/mods/27962 it lets you play as non dragonborn AND lets you purchase breezehome as non dragonborn

from the mod page:

WHITERUN THANESHIP

Since the vanilla way of becoming a thane of Whiterun is no longer available, a new way is provided. Complete The Blessings of Nature quest and talk to Jarl Balgruuf when the Gildergreen tree is repaired/the sappling blooms. He'll thank you and allow you to buy the Breezehome, and the standard thaneship quest (help people of the hold and buy a house to become a thane) will be avialable.

You have to get on the acting Jarls good side before you are allowed to buy.

And how is that achieved?
Check back for quests from the Jarl. Perhaps they say help (quest for) so many people in the hold. There are prerequisites. For the specifics just look up one of the many guides online by a simple web search.

Ah, okay, so just do radiant quests for Jarls. got it.
They usually require a specific quest to be achieved. Main Quest for Whiterun, Skooma Ring for Riften, Potema for Solitude etc.

If you have the AE DLC there are several "free" houses.
If you mention which city you want, we can be more specific. Making a list for every option is effort though, especially when its all on the Internet already.

Falkreath is the easiest one. Jarl will literally invite you there at level 9 and quest sort of explains itself from there forward.

Other two requires a major favor for hold and few radiant quests for citizens at the top of them.

You can't really miss either of the major favor quests in Pale or Morthal. Both towns are fussing about them. To complete Pale favors properly though you will have to be at level 22, because jarl's personal favor quest requires that as a minimum level.
Well no the radiant quests are only come into play for the thaneship, however becoming a thane is often (not always) not needed to purchase the house. there are a few exceptions such as Riften.

edit however buying the house is needed to get the thaneship

Yep. That is where I was going with, but it has been long time, since I last did those quests.

depends on where, you need to be on the yarl's good side, taking whiterun for example you just follow the main questline and you will be given the option to buy property, you will find all cities have a problem or what that you can solve and become a thane

Is a dragonborn character the only way to get Honeyside?

Honeyside is fairly easy. Wujeeta?(Female Argonian) Can be found at the Fishery during the day and Helga's Bunkhouse at night.

1. Help her with her issue (She needs a healing potion).
2. Get her to tell you the source. (Bribe, Persuade, I don't recommend Intimidate).
3. Take that info to the Jarl.
4. Do the Jarls 1st Task.
5. Report back to the Jarl it is complete.
6. Do the Jarl's 2nd Task.
7. Report back again and you should be able to buy the House from the Steward.
8. Continue to help out if you want to be a thane.

Edit: Be aware, there is another Female Argonian Wandering around talking to herself that is part of another Quest. Don't get them mixed up. She says something about going back or something. I should do that quest since I am currently in Rift. Gots some nice flashback parts.

I'm confused. The staple of the game is you are the dragonborn. Just not revealed until the Whiterun situation.

So have you avoided Whiterun, have modded to somehow not be what the game intended, or mean something else?
