Anyway, considering it's location my bet would be on the Companions.
Eorland uses it because he is the Best smith in Whiterun but it's not his and if someone has enough hubris they could easily use it alongside him.
According to TES, both the Skyforge and the bird statue over it were there before the elves showed up. The elven whom Ysgramor and his followers took captive didn't know for sure who built it, but they speculated that the Aedra had a major part of it. However, since Whiterun was founded by the crew of the Jorvasskr, one of the ships used by the Five Hundred Companions, I'd say the Skyforge belongs to the Companions. They're the modern incarnation of the original group.
However it doesn't really matter how old it is and who built it. This isn't how ownership works.
It probably belongs to the jarl but the companions are allowed to use it or something like that.
The fact that the player can use it tells nothing because Dragonborn is Special and can use any forge, owned or not, just as well.

So I would put the ownership to the Companions.
