If this is modded, the variety of issues would initially appear that the SKSE Loader was not used and/or that Steam was not open prior.
Because;
a) it's outdated. Use Nemesis instead - it's backwards compatible with FNIS mods if you active the dummy FNIS esp it generates after you run it at least once.
b) Even if you installed FNIS, you'd need to run it to generate the new animation data. T-Posing happens when you don't do that.
As for the dollar signs and missing UI textures, I reckon you installed a HUD mod but didn't install it's requirements. Classic beginner mistake.
So, for you to fix your game;
- Do a clean install. Uninstall all mods entirely, delete the game, wipe anything left over in the game directory and documents folder, reinstall the game
- Run the game unmodded, make sure it works as intended
- Install the mods you want one-by-one. Install the requirements first if any are listed. If they have requirements of their own, install those too.

Modding the game is easy - but breaking it is even easier.
Well I will have you know with your rather rude remarks I have been modding the game a long time, there were no conflictions, all the proper mods and requirements were installed and active also. But I will ignore your rather ♥♥♥♥♥♥ comment.
For your information, I didn't install any mods that affect the HUD in any form either. So you'd be wrong.
And I already DID a clean wipe. And guess what, it didn't fix anything.
And if you have animation mod from site other than Nexus, double check if you do not accidentally install a oldrim animation mod as some site tend to mix oldrim and se/ae mod at same pages.

Hey Reaper, the others latched onto the fact NPCs are T-posing which, to their credit, hints at an animation issue (FNIS or Nemesis). However, this in combination with the menu/text issues can also be related to a Skyrim Script Extender (SKSE) installation or version issue. Usually, a SKSE version issue would have generated an error at the onset when starting the game, but this is not always the case. The current game version is, of course, 1.6.640.

If you are still working on a solution and haven't installed any mods, you may want to review the following link on a clean install. I understand you're experienced with the game. I am as well (6k hours on several platforms). I still review the guides from time to time even though I have been modding since 2013.

That's the version I have downloaded for the current Anniversary Edition. 2.2.3.
Are you sure that's the issue? Are you sure that a clean start is necessary?
I have not had to do a file verification before, perhaps I have I have just been serious? Mind filling me in on what you mean by that?
Right-click Skyrim Special Edition > Properties > Installed Files > select Verify Integrity of Game Files
It may indicate an issue with one file. This is normal.
If that doesn't work, you can delete the Skyrim.ini and the SkyrimPrefs.ini files located in:
Documents > My Games > Skyrim Special Edition
After deleting these, press the play button in Steam. The game will generate the files again. You can then exit the menu and try the SKSE loader again.
The problem stopped a few days ago now, so I don't know what fixed it if anything, last I loaded it, the problem persisted and then started it up and now it's fine. So I genuinely don't know.
