1. When crossing the land be unstealthed, as soon as u get to ya mission, go stealth an stay stealth, that way, every flash/glance/shadow increases ya stealth.
2. Find a stationary NPC, stealth, an slowly work ya way till the eye begins to open, then step back, close eye, step forward.
My stealth is at 54, i think, an i'm 25% harder to see whilst sneaking.
I can walk in front of most NPC's.
Archery and stealth definitely increase from sneak attacks with a bow. For best results get a high-tier bow, ideally dragonbone. Don't upgrade at the wheel or overenchant it. You also won't get experience points from damage boosts caused by armor enchantments. The wiki has some useful equations for how the exp. works.
You can sneak really slowly if you use a controller, to raise skill. More NPCs within range of you is more XP, iirc.
Very close, Emit, it's the next tree over. Bonus damage for Bow and dagger are part of the Sneak trait (along the right side of the tree). This is one of the reasons why a sneak archer is one of, if not the, most OP build.

I frequently see a message that my bow did 2x damage so it must be default for sneaking with a bow.
