The third parameter is just for displaying hidden ones or not

You could probably make it with just a handful of papyrus commands into your own mod... it's literally one of the first tutorials; overland map markers and quest stage pointers.
If you're non-technical and you want it fast, putting a $500 bounty on it might get someone to complete it by next week, just saying.
Just curious, but WHY are you asking? That it doesn't already exist could mean people that have put a lot more effort into much sillier mods, thought it was a pointless endeavor. So why do you think it's useful?
My best suggestion if you want to fast travel knowing where you're going in the first place, cept ">>>> that way!", to a location you've never been to?

(this could be called "stress testing" your Skyrim install, especially HDD installs, huge mod lists, and low-power GPUs.)
But this way you don't have to know CELL names/ids for 'coc' or understand (memorize!) the coordinate values for 'cow' travel teleporting... and not cash bounty for having the mod made for you.
