I been looking at 17 pages at nexus with khajiit keyword on it. Seems like this is the only mod that alter NPC and the rest is just preset for PC or custom follower.

It is not difficult, it just that making a mod that alter specific race is a tedious job so not many modder wanted to tackle that. You are basically asking for all NPC under Khajiit race to have their appearance altered.
also thanks to the image i checked, i put the shadow's humanoid khajiit's before high poly npc overhaul. do i need to change it to after?
After high poly.
High poly would just made them use high poly head, it doesn't change the look of it.
Basically Normal Head > High Poly Head.
Humanoid Kahjiit is basically..
Normal Khajiit Head > Humanoid Khajiit Head
Setting it to after would basically be like this.
Normal Khajiit Head > High Poly Head > Humanoid Khajiit Head
That's how the rules work as far as I concern.
Basically the rules goes like this

Great Moder "After" KS Hairdo
High Poly "After" Great Moder
Caesia "After" High Poly
==================================
End result would be like this...
1) KS Hairdo
2) Great Moder
3) High Poly
4) Caesia Follower
==================================
That is why I was never a huge fan of Vortex when the mod list start to go big, all this conflict give me a headache on how to arrange it. MO2 drag & drop is more convenient.
