I would also prioritize collecting radiant follower-acquisition quests, such as Annekke, Roggi, and Ahtar's requests, mainly because I had enough experience with Skyrim to know that some locations and quests were unkind and caused one another trouble long-term if you were double-dipping particular locations, such as Broken Oar Grotto, Gallow's Rock, and Uttering Hills Camp, for any of your quest objectives.
Now at my playthrough with survival mode on. I just grab every quest within my location and turn it in if I happen to complete it and return to that place to claim the reward.
Quest list enormous? Yes.
But that's how survival mode was play anyway.

Because a few of them can affect the outcome of other quests do I complete them only when the time seems right and completion becomes necessary.

I like to do the main quest up to the third word of Unrelenting Force. Then do guild/misc. quests until level 40 or so, then pick up the main quest again.
