Here's a list of the most used versions:
1.6.640 (this is the latest version of Skyrim SE)
1.6.353 (this is the previous version)
1.5.97 (this is previous to the 1.6.353
Assuming you have the correct version of SKSE64 installed which for the latest game version is "Current Anniversary Edition build 2.2.3 (game version 1.6.640)"
Assuming you installed the correct version of Address Library which for the latest game version is "All in one (Anniversary Edition)" version 8
And that you installed both parts of SSE Engine Fixes properly meaning Parft 1 with mod manager and Part 2 manually and of course have the proper version of part 1
IF all of that is correct then one of your mods that requires SKSE64 is the incorrect version - could be any of those.
"anyone running the game with the current CC content and who has downgraded, is running the game in a broken state because the new content requires the updated executable."

"As to using the old EXE and the new content ... it's basically a broken game courting instability"

There is no valid reason for people to be downgrading their game to a version that is over a year out of date, is no longer supported, and which is now obsolete. Anyone doing so, does so at their own risk and with the presumption that they know what they are doing an are capable of troubleshooting any issue that may arise, themselves.
And an individual especially should not be doing so if they state that they are not familiar with things.
You should, instead, check out Vlad's guides instead:

From Section 2 of Helpful Links and References
And review the entire PINNED TOPIC for links to other information and Resources, as well:

Good luck!
Since you've not only downgraded your game but also installed mods I highly recommend you start with a completely clean slate which although not complicated is more than a simple uninstall/reinstall.
Follow this guide to the letter which includes everything up to, including, and after the video.
