Powdered Mammoth Tusk, the lore reason is only the Giants know how to grind the ivory properly into a powder. You know, same way no one knew how to separate lead from iron in the Dark Ages, and thus the Turks would raid Roman storehouses for the lead they needed for cannonballs until those smelting techniques were eventually rediscovered.

And yeah, the mod that 'fixes' the mammoth tusk thing by putting it on the loot list of defeated giants mentions the whole 'only giants know how' thing. But that sounds like lore being used to retconn a fix for a mistake to me.
It is fine on occasion to bash BGS from their BS, but it needs to be in context. I don't see how creations have anything to do with not fixing bugs from the game, seeing that Bethesda mostly just acts as a publisher for them.
Fishing is actually quite good creation. It needed a simple patch for bathing and that is all.
Anything that I find that I know is rare in the game I save because I might need it later. Play this game long enough and you remember where to find certain things.
There is a creation with AE dlc that needs a charred skeever hide for a quest but it actually gives it to you as a quest item. It still shows with your other ingredients carried so you might mistakenly think you have found one, until you find that you cannot drop it or use it.
It sounds weird at first sure but its not unreasonable that the Giants know how to work and crush ivory in ways your average Nord does not; their comparatively extreme strength and the big stone bowls probably help too. Milling wheat is one thing, mammoth ivory for all we really know could be a very difficult material to work with and completely different than irl, so a fantasy universe really can handwave stuff with "this group of people / creatures knows how to make X, but you can't".
Adding it to Giant's loot list seems entirely reasonable though.
As for Powdered Mammoth Tusk, only the Giants know how because they own all the Mammoths, there are no wild Mammoths in the game.... but there are Mammoth Tusks in the game, so either the Nords value the Tusks for carving (weird but ok) or they just don't want to spend hours grinding away at a tusk for a few septims worth of powder....

Not familiar with yours, the one I used was uploaded by theFrenz, and does just that- and skeever meat cooking. Yum.

I don't see any reason why a CC creation not actually made by Beth, added so many years later, is the sole cause of not being able to create powdered mammoth tusk?.

Powered tusk though? you'd need a very strong machine, or person, to create that... So, maybe the giants are the only ones who have that strength to be able to do so?
