Fair enough. I ran LOOT to sort my load order, with the new one being in the original post. Still, the issue persists, and what's worth pointing out is that, even if I enable SkyUI_SE.esp inside the game, when I exit the game and run LOOT, it shows the mod as being disabled. I do not know of any other way of enabling a mod, so I'm sort of stuck.

However, seeing as my issue was that SkyUI kept getting disabled and I couldn't find a way to keep it enabled, I cracked down and installed MO2, which lets me manually enable mods in the load order. The upside of this is that SkyUI finally works, but the downside is that I now have to open MO2 before I open the game.
And as for the SKSE.ini file you alluded to with your other links, I have it in my game, don't worry.
Since you now have installed MO2 you should clean your Skyrim and start over whit your modding.
And yea you need to start the game from inside MO2. You also need to sort your left side, dont forget that part.

Also, did you drag all the files and folders from the skse64 archive to the game's root install folder?
In the game's Data Folder, is there a folder named Scripts?
Is you backing up Skyrim SE, delete the game, locate the folder of Skyrim SE after you've deleted the game and delete that to.
Restore Skyrim SE from backup, download MO 2, install SKSE 64 Scripts in MO 2 instructions are all over youtube like a billion times.
Install Sky UI run Skyrim if Sky UI appears you've mastered fire.
