Dude it's 2011's game. Fallout have 2k textures.
So ? I am not comparing original vanilla Skyrim with FO4 . Bumping textures wasn't it the purpose of the Special Edition already ?

Compression. PC versions of the game use compression hence smaller file size.

Hmm seems there is a bit improvement but it's not seems like a next-gen game level like Fallout 4 . Probably their main reason for this release about consoles .
Though to be fair the main reason this isn't as big as Fallout 4 is likely the music compression and the textures are a lot higher quality in Fallout 4.
Skyrim already has HD Textures, the new ones are likely diffeent textures (for different aesthetics) at the same quality
