Report a translation problem
All you need to do is update Vortex to the new beta version, there is a link to it on Nexus mods news.
So just trash your Skyrim program folder, and hit re-install when the new version is done.
Don't forget to manually install the latest version of SKSE. After that Vortex will also notify you of several mod updates, assuming that you haven't already installed these.

Just an FYI: For me they are in a folder called "Vortex Mods"
I'm late to the party but I *think* what they were advocating was making a collection out of your OWN mods and then using that to reinstall the mods after reinstalling the game.
Vortex stores the mods locally. This is true.
You can make a backup of your mod list with an unnamed, personal collection. Also true.
But if the reason OP needs to reinstall is due to the Skyrim update, neither of the above solutions will fix the problem. Vortex will NOT download and install the latest version of mods in either circumstance. Furthermore, Vortex can not tell you when a mod needs an NG patch or has been replaced with a different mod due to the update.
As long as Beth/MS continue to update the game, I see no reason to ever use collections unless you protect your game from updates. So if the reason OP asked the question is due to updating the game, only Vlad's answer is viable, long term.
Nothing else has worked for me.
