I know that last option makes me shudder as well, but Microsoft has made it perfectly clear that they are entirely fine with modding on their platform. While Sony appears absolutely determined to prevent it at almost any cost. So if you want to mod on consoles you really only have one real choice as far as that is concerned, and I wouldn't expect Sony to change their minds on this. It may seem new to some, but this kind of policy is effectively baked into Sony. This has actually been standard practice for them going on decades.
Frankly this mindset is not specific to Sony, but systemic as far as Japanese corporate culture is concerned. There doesn't seem to be any appreciation of the concept of fair use, or the idea of the marketplace of ideas. This probably flows from Japanese culture itself, and to understand it you would probably need to talk to someone from Japan. I mean the only reason the game will be getting what little mod support it is going to get. Has a lot to do with Bethesda deciding to do a little scorched earth on them. By publicly shaming them, and placing the blame squarely on them.
So anyway yeah you are probably going to have to flip consoles, or play the game on the open platform. Otherwise the mod scene is probably going to be abysmal.
okay. so i need to install the PC version then the creation kit. and make my mod then upload to the PS4 section?
PS4 doesn't seem to be worth the effort. Read Dodeces post. Also Sony is limiting mods to 1 GB apparently, as opposed to 5 on the Xbox.

Instal the Creation Kit SE beta on your pc. Make your mod. And then upload it to betheda.net for ps4 ussage.
at least this guy is willing to contrinute to the game where most just only play it.
Which led to the creation of the majority of mods on nexus. I wan't to play this way, oh by the way here you go guys, you can play with it too.
Apparently Nintendo lodge copyright strikes against Youtubers who review their games and use any content from the games. In other words they punish people for advertising their games!!

Its more to do with Japanese Lawyers telling there clients that they must enforce there copywrites or lose them. Sega did the same thing not to long ago.
