Yep that whole area is affected.
I can confirm that. Had 100% repeatable crashes when approaching the said chest. Since I'm running a lot of mods I thought maybe one of them is the cause - it appears to not be so.
Removing clothing (but not weapons - seemed to be fine) allowed me to get to the chest, loot it and go back. So this appears to be a workaround.
edit: i got infinite loading screens for the 2 exits i found at the top of the dungeon (at the "end"). i was able to escape by leaving the entrance of the dungeon (where you enter at ground level, beginning the dungeon). NOTE: i also had to fast travel away from the dungeon - if i walked ~25meters away from the entrance the game would freeze. good luck

However you no longer need to fix the timestamps if you download the beta update, and also download the newest version of SSEedit ... links are all in the guides
