Glowing Mushrooms are in MANY caves along the walls.

I believe you will also need blister wart mushrooms for the potion.

Bear in Mind some clusters of GM are difficult or impossible to gather. They are placed so their activator is non existant or requires you to be Close and looking down.

Deep caves usually have glowing mushrooms, typically populated with dwemer, or falmer, or both.

There are several clusters in Bleak Falls Barrow to get you started early in a playthrough.

And yes, you need to fish around with your cursor to hit the activator in several cases.

If you have Hearthfire once you buy land to build a house you can build a garden and plant two of the ingredients to harvest later. The other two ingredients you'll have to go out and kill for though.

Frostflow has quite a few (as well as more charus eggs than you will ever need). I can usually pull over 50 GM out of there. I think I got 400+ Eggs.

In early, early game, take the frost salts from Farengar to Arcadia, and then she will reward you and become your friend. Once that happens, you can take the blisterwort and spriggan sap from her counter, without stealing. ***Be careful, though. There are still a few high-septim items sprinkled around, to get in the way of the free stuff.***

The spriggan sap will work with the blisterwort to get your your initial upgrade. Then you've got a little bit of time to find your glowing mushrooms (earliest in the main quest line, I believe, is in Bleak Falls Barrow, and plant them for future supply.

The cave below Fort Greenwall, just before Shor's Stone has a heap of glowing mushrooms, easy to get at, dead Imperial soldier in the water with a chest as well and a few full bottles of drink.

You can use glowing mushroom as others have pointed out with blisterwort for a smithing potion, if you want an added bonus, add nightshade to it, gives you smithing and destruction bonus.

Pretty sure you can use sabre cat tooth with glowing mushroom for a smithing bonus as well.
