Cannot buy land
So i usually leave making a house till pretty late in a play through, or at least till after civil war and main quest. i got the letter to talk to the jarl of falkreath early, but never went to talk to him. now ive finished the civil war on stormcloak side so the jarl is different. the quest marker still wants me to talk to Siddgeir who is in solitude who will not talk to me because im a stormcloak. i've spoken to the new guy and even became thane of Falkreath, helped the 3 people, did his special quest have a house carl and neither he, nor the stewerd will give me the option to buy a house/land. same for Morthal.

Does it bug out if you replace the jarl before talking to him? yes i have mods and i know what you're thinking but none of them effect the jarls, cities, or civil war.

I think it's bugged out that's why I do most of the quests for the jarls /stewards and buy house/land before I do the civil war.

yeah, i think the civil war and your allegiance in the civll war does affect the ability to buy land (who would sell a plot of land to someone aligned with an enemy).

I read that wiki page. Doesn’t change or fix anything. I did dengeir’s quest and he won’t speak to me at all neither does tekla give the option.

Are you level ten yet? I don't think you can buy land in falkreath until you are. I know its this way with the pale, only you have to be like level 22 or something.

Level 9 to get the letter from the Jarl.

Otherwise say in Dawnstar:
You will have to complete the quest Waking Nightmare, and then the favor quest Kill the Giant before being allowed to purchase the property if Skald is still jarl. (Note: This favor has a prerequisite of being level 22.) If you are thane of the hold, you will be appointed a housecarl named Gregor.

Edit: of course Breeze home is based on completing the Dragonstone quest at Bleak Falls. That's the first house you can buy very early in the game.

going to rule it as a bug with the civil war, im level 66 so stop with that non sense. i was able to buy the land in the pale. since i sided with the stormcloaks, dawnstar's jarl is a stormcloak supporter so he was not replaced, morthal and falkreath intially support the legion which are the 2 holds im not given the option to buy land in. ive completed laid to rest, and the main quest Dengeir gives, and done countless bounties for both to try and fix it, nothing.

The wiki indicates that the option should have been available. Did you try setting your relationship rank? While in console, type the following (no quotes) and press enter:

"setrelationshiprank 0001981B 3"; then "player.setrelationshiprank 0001981B 3"
followed by: "setrelationshiprank 0001981C 3"; then "player.setrelationshiprank 0001981C 3"

The above will set your relationship level with Dengeir and Tekla to 'Ally' (level 3; level 4 is lover). Save first that way if it doesn't work you can reload and no harm done. If this doesn't work then, one plot of land it is...
