You could try "Morag Tong" too, see if you can play as a member of two assassins guilds.
And yeah, there's not a lot of mods out there devoted to evil characters. It just seems like most mods out there assume your character is good, even though the game itself does cater to evil characters, and even the other quest lines can easily be played as either a good or evil character. Isran is obviously a bigotted ♥♥♥♥♥♥♥, the main quest line has you gaining power by eating the souls of dragons, and its not too hard to come up with some evil justification for joining either side of the civil war. Even one of the quests in the mages guild gives you the option to do something that's obviously not very nice. You can even choose to betray some of the daedric princes! Speaking of which, there is a mod called 'Artifacts' which allows you to do the 'tournament of ten bloods', which was Boethia's quest in Oblivion! There's also religion mods out there that let you actually worship the Daedric Princes and even get benefits for doing so.
Either way, evil mods seem to just be rare. Perhaps its because everyone chooses to play heroes, and honestly I do play good characters most of the time, but its still interesting to play a character that's less like me from time to time.

I thought you two might have been exaggerating. Nope. To quote a mod description on there:
"Adds HUNDREDS (litterally) of new custom made sex animations created specifically for lolis and shotas."
They aren't even trying to hide it. it is advertised as the lure of the mod. They even posted the modder's username on there like this is some sort of achievement that he would want the world to know he did.
There are also naked children statue mods so I'm going to go ahead and say that site very intentionally caters to a particular breed of people.
Nope, no evil at all.
You could try Skyrim Reputation, which makes NPCs react to if you do more conventionally evil acts, but it is a bit wonky because Skyrim's assault/murder detection is a bit broken.
Path of Transcendence is a newer lichdom mod that approaches the problem in a different way, while you can't be quite as evil during the quest you can become an abherration in the eyes of nature.
Other than that not much. Either evil mods are difficult to implement or simply unappealing for some.
