I didn't even know that
I have encountered vampire attacks during broad daylight in Solitude and Markarth. My vanilla game has these attacks disabled and I have When Vampires Attack added to SSE.
I love Skyrim. Equally, I think the random vampire attacks was something that would have benefitted from a little thinking through of the consequences. A strategy based upon using trainers can be derailed by events over which the player has very little, if any, control. Key trainers at risk in cities include Silda, Amren, Balimund and Grelke. Allowing their untimely demise is not very sensible imho.

Good thing I still don't have this sword or the guards, citizens and all would die from friendly fire.
As suggested, saving a lot helps, too.
I haven't tried the mod I suggested prior on this game but supposedly it works.
Otherwise, I limit my Whiterun shopping until Dawnguard is done and since this time I'm a vampire....I usually go to citieis I care less about or seem less problematic.
Having a good game, somehow I still have my original cow (for 30 levels)at level 40.
Been able to react faster on SE. Expert Conjuration helps too.

Fallout 4 someone must have thought it funny to add bandits outside one of the camps for the cabot quest by the riverside every npc is dead before you see them.
