Locate the Quill of Gemination under lake Honrich Bug
This quest is not showing up on the compass or the map. I'm stuck and I can not go on.

I don't think I've ever had a play through were the marker was placed. It's probably like the Crimson Nirnroot, Stones of Berenziah, and you're expected to look for it. At least that's how it appears to me in the playthroughs I did in Oldrim that searched for it.

It isn't a bug, this quest doesn't have a marker.
It's a pain to find. It's in a ship somewhere between the two ships (one in the docks, one at Goldenglow.)

There is no marker. You have to find it yourself. Dumbing down and all that.

It's near a rock in the lake between the docks and the island Honeybrew Meadery is on, get yourself a ring of waterbreathing, a swim around there until you find it, remember to take lock picks.
