Nope, there is Creation Club, where there are some paid mods, but most of us get our mods from Nexus, and it is super easy to mod your game if you know what you are doing.
There are tons of mods from Oldrim been ported over to SSE, also it is simple to port over mods yourself.
Witcher 3 is better than both. I'm surprised CD project wont make another Witcher, maybe create your own witcher or something
I don't necessarily agree with the comments on dated graphics. The Special Edition has done a nice job on making things look a bit better and well... is a game really about the graphics and the way it looks or about gameplay?
In my opinion Skyrim is a game that can easily be enjoyed without mods, though I do admit that I'm having tons of fun with several of them (though at this point I don't "overmod" my game; it's all still decently vanilla'ish, mostly enhanced graphics, bug fixes (unofficial patch) and a few follow tweaks).
The most important thing is asking yourself if you're into exploration, puzzles (pretty easy ones) and a bit of good fantasy roleplay :)

TESV is a great game and not having a forced protagonist is nice but W3 does nearly everything better.
It's because the story was pretty much if not entirely over. I'd rather them make new IPs rather than run the series into the dirt.
