FIXED Carrying too much to run bugged
I managed to fix it right after making this, but I don't wanna feel like I wasted my time writing this so I'm not deleting it. Feel free to talk about what might've caused the bug so I know what to do if it happens again
I fixed it by reloading a save and then emptying out my inventory in a different way than I had in the first attempt.


tl;dr I picked up too much, drank a potion to try to help, now I'm stuck moving slowly and reverting to an earlier save doesn't help

I was doing both the Ring of Pure Mixtures and White Phial quests, which are in the same cave, and I became over-encumbered. I drank a draught of strength that I had on me that should have raised my carry weight so that it was 1 higher than what I had, meaning I should be able to walk normally.
It did, but then I picked up the White Phial and some potion ingredients. I went over the limit again after that so I dropped some ingots I had one me, but I was still over-encumbered. I dropped some more stuff but it didn't work. I could still fast travel so I went to windhelm and sold a lot of heavy stuff, but even after going under my regular un-potion-enhanced weight limit I still couldn't walk fast.
Reverting to an earlier save didn't help
The only thing I can think of that might fix this is to log out then back in, which I haven't tried yet.

I have a ring, necklace, gauntlets, and the Thieves Guild armor that also increase my carry weight. When I look in the active effects thing it shows the gauntlets twice for some reason but doesn't give me the effect twice. Adding these details in case they're related.

I assume the problem was that my little (current weight) / (maximum weight) thing was showing me the wrong number or something

This can happen all the time. Whenever I load a save the first thing I see is mention of me being over-encumbered. So I open my inventory and close it (nothing more) and voila: I'm all good. Skyrim can be weird like that I guess.

It happened to me again and I'm still stuck with this one

Opening and closing my inventory doesn't fix it
This time it happened after I picked up one too many potion ingredients, ate it so that I could walk, and then sold some stuff to an NPC after I had already gone under the weight limit. The bug started after I left the shop.

I just remembered a bug I encountered all the time a long time ago where for some reason, the shift button got inverted or something. What I mean is that instead of pressing shift to walk slowly and not to run, you press shift to run and don't to walk slowly
That's what this is. I have no idea what's causing it, but holding shift lets me move normally.
What used to cause it was pressing shift when I got one of those 3rd person shots while killing something, but that isn't happening with this

I get this bug when i have a weapon out and reload a save. Sheath and re-draw the weapon fixes this.
