In Whiterun you should be able to use the enchanting station in Dragonsreach.
In Riften Honeyside you can have enchanting and alchemy but you have to use the smith for weapons and armour crafting. He doesn't have a smelter, though.
Hearthfire homes are great but you need to do loads of quests and then mine a ton of iron ore to build them. For a quick fix early on, the bought homes are much more accessible.
I'd say Whiterun is the better option for a small home because the smith next door has a forge, smelter, armour table and grindstone outside for all your smithing needs and fast travelling to Dragonsreach takes the pain out of long runs through the town. It's also very reasonably priced...

There's player.additem if you're ok not spending weeks mining/sourcing stuff... Can you do the bat file trick in Skyrim like you can in Fallout 4? ("bat fileName")
I've never tried but by the time I build hearthfire properties I've normally amassed a ton of ingots.
If I run out before I've built all three, I just use player.additem <Base id> <quantity>.
I once did a spreadsheet of all the items needed to construct a Hearthfire home with all 3 extensions, cellar and externals. It's a ton of stuff. I'll look it up and post.
These figures will vary slightly based on which extensions are chosen but are a good guideline. No external smelter or other smithing gear was built because that's all in the basement.

Multiply this list by 3 if you want all three Hearthfire properties.
You'll use a bit less if you don't put in all the barrels.
No wall mounted animals are in there because I don't like them. these add a few more pieces of leather, as leather strips and various things like wolf hides, bear hides, sabre cat teeth etc.
For the price I used a speech skill factor of 2.6. I can't remember what level and perks that means you have in the skill tree, so don't be surprised if the cost turns out lower or higher than quoted by some distance. I should really have incorporated the formulae for this in the spreadsheet. If anyone's interested enough I'll factor that in.
