Legendary Dragon before level 75?

I'm just missing 3 achievements to get 100% completion on Skyrim Special Edition. One of the achievements I need is the "Legendary" achievement, in which you have to defeat a Legendary Dragon, but they only spawn around level 75 or so. What I wanna know is, is there a way to encounter a Legendary Dragon before level 75, or do I just need to keep playing. Will it work if I were to use cheats to level up my character, and then wait for a random encounter?
I read that if you spawn a Legendary Dragon using cheats, you will NOT get the achievement, even if you are level 75+.

I believe that you have to be level 80+ to have the Legendary Dragon spawn there. When you say shrine, do you mean a Word Wall, or an actual shrine like the one you can find in temples? And are you sure it's not the location south of Ivarstead you are thinking about?

I'm at level 73 and haven't encountered one yet. When I do first encounter one, it's usually at Arcwind Point. It's just east of the dragon lair at Autumnwatch Tower.

Legendary Dragons begin to appear in leveled lists at level 78 if Dawnguard is installed. After UESP wiki.

Why not leveling up? It doesn't take much time if you know how.

It takes A LOT of time to level up once you get to the higher levels. Smithing iron daggers doesn't work anymore.. Do you have any other good ways to do it?

Make jewelry, enchant it with a high-value enchant such as sneak and sell it. This'll help you level smithing, enchanting and speech, all at once.

Smithing iron daggers is an old method, they changed it years ago so that harder to make items increase your progress more than easier ones. I'm pretty sure alchemy and smithing level based on the value of the item made, and enchanting increases based on the soul used. For smithing I just fast travel around to the blacksmiths and buy all of the materials they have to craft things. Improving the things you craft gives decent xp too, at least at higher levels and/or with good smithing enchantments.

If you use the athereal crown with the power of the lover stone + war, mage or thief stone and slept with your wife/husband , you can get 50% more Xp.

deem thats a long way off im level 50 now i could use cheats to level up but eh or stab greybeards 2h

If your enchanting skill is high enough, make 4 pieces of armor that reduce Alteration spell costs by 25% each. That makes them entirely free. Then use the Telekinesis spell on an item, and while still holding it, fast travel to a distant location. Instant Alteration 100 skill, and several levels. Then make the skill Legendary (resetting it to 15) and do it again. Easy way to gain many levels, provided you have already maxed your enchanting.

I encountered on at around level 60 on the console once. Surprised the heck out of me. Also was difficult to bring down, but not impossible.
