A more likely cause is that one of the required aliases for quest MQ204 could not be filled for some reason, e.g. the bug with missing NPCs in Skyrim SE.
Load a previous save, fast travel somewhere (better get in a closed area, an Inn or something), wait there (take a sleep in the Inn), save, re-travel back to the mountain.
@lupus_hegemonia I would be fine with loading a previous save where the quest works if it did not involve losing over 100 hours of gameplay.
I did it, because I'm doing a lot of modding, ruining the game, re-installing it, re-installing the mods... therefore, I need a clean start.
Anyways... -100 hrs lose is not big deal. The first time I re-started the game from the beginning, I was... 65 level - I had finished "Dawnguard", "Hearthsfire" & main quest's DLCs!!!!
YOU NEVER EVER letting the game to do your job for you (SAVING)! You must DISABLE ALL auto saving and learn SAVING YOURSELF MANUALLY, very very often.
