Ability to "Raze" city tiles
Do you think it would be practical to put in the ability for units to damage city tiles? I was thinking along the lines of putting them out of action temporarily rather than outright destroying them and requiring them to be repaired, either by a one-time expenditure or by taking a few turns (possibly separate from regular building)?

I've found that particularly playing as AM on very hard+ I have plenty of attacks on cities that end up petering out and leaving me with nothing to show for my men's heroic sacrifice than a destroyed army and an enemy with extra veterancy! I thought that the ability to raze city tiles would make harassing raids viable and open up more strategic possibilities. Would be interested to hear thoughts.

City sieges are all or nothing ATM so I think your right but how should it be implemented?

One possible way could be to give all buildings a health bar, losing a percent of its output depending on how much health its lost though it shouldn't be destroyable. As long as the building has population working in it, its health would regenerate, and units like techpriests could speed up repairs.

Yeah, game definitely needs some sort of eco harassment. Being able to put tiles out of comission temporarily would make a big difference,
