Action points. As long as the unit has an unspent action point when it's not your turn, they will overwatch an enemy unit they comes within range.

The order seem to be the first enemy unit that move into range. If you have two units and another enemy moves into range that Overwatch will fire on the second enemy. Which make sense since Overwatch can only trigger if a enemy unit moves into range.

I don't know how this work in simultaneous turns as I have it turned off because it used to be a problem in multiplayer and you can't play hotseat either.

I'm not sure how well this translate into TT as I think you are able to select which of your units in range will use the Overwatch.

I know how to trigger overwatch. I'm wondering if anyone knows what determines the order of units firing.

For example ( to simplify: everyone has action points, everyone has line of sight ):

I have 3 x Tactical Squads ( two are level 1 and one is level 10 ) and 1 x Devastor Squad and an enemy unit enters their range .. who fill fire first and why ? ;)

Edit:
From my experience it's not always the closest unit...

Edit 2:
Regarding MP - from my experience You can only play simultaneous turns until You meet first units of Your enemy, then You have to switch to sequential to have any sense or reason

I think it's random. I've yet to make any sense of overwatch order.

I thought I figured it out, but... (see below)

I guess RNG is the answer then if not a Proxy Studio developer can shed some light...

When the manual switch would be needed was when my multiplayer games crashed for one of the connected players.
The procedure seem way to cumbersome so I guess I leave it turned off.

guess the key woud be the order in which the game checks if a tile is affected by the tile the unit triggering the OW moves on. worst case something like a Unit Handling Number that identfies each unit on the board.

heh .. that's what it looks like. RNG or something ( some sort of unit order ) that we don't see.
I will try to do some tests with Debug Mode..

Chances are it's based on who steps into range first, there's a mod that increases the action points of hero units from 1/1 to 3/3 and if two units moved into range of them, they'll overwatch them both one at a time provided they have the points to do so.

Overwatch triggers at random order. Same as if you order simultaneous attacks to a single enemy unit, they wait until it stops being attacked, then the RNG decides who is the next to attack. (yes, if you put 4 units to attack an enemy, the 1st one will attack it normally while you order the other 3, then the others attack whenever they feel like they want)

it appears that you are right ;)

I did some tests using Developer mode and it appears that once a unit finishes moving a random order of shots is determined. Or at least I couldn't find any pattern to it ( other than if you move another unit along the same path - the order will be the same - but it doesn't matter because that is not something that you would be able to do in normal game )
