If you want to create a Warhammer 40k game ... are you not allowed to publish it unless it includes everything up to the Adeptus Custodes and the Valhallan regimental marching band? ;)
I might have exaggerated a tiny bit here, but honestly, by these standards you'd have to scrap A LOT of games.
Dawn of War 1? No tyranids! No mechanicus! Without mods - no titans and hardly any flying units. They didn't even have valkyries or hydras for the Imperial Guard! And Dawn of War with its three expansions is among the most complete Warhammer games that you could possibly find. It ALSO started with just four playable factions.
People have made claims about different factions that NEED to be included in games ... e.g. Chaos, but is there REALLY a consensus for this? Who is the judge? Is Mechanicus a bad game because it only features two factions and none of them are Chaos (o.k. you have the Heretek dlc ,,, but the game didn't START with them)?
Which Warhammer game actually IS the golden standard against which everything needs to be judged?

Anyways, don't feed the trolls brother. Gladius, even as a base game is pretty solid, especially when you have to pay $0.00 for it... I mean, yea...
All that DLC were developed over years after the game was released.... And the base game, not only it is currently free, but it is not barebones, you are missing only different factions to play as and some extra units that aren't mandatory to compete in pve and pvp.
Base game is alright, if shallow... If you don't know how good the game can be with the extra content.
Trying to play base after tasting the full experience is an absolutely miserable experience.
I'm at least thankful unit packs are shared for clients. The saving grace to all of this.
Yes the DLC is kinda leaning towards predatory practices with the unit packs being the most obvious example, but you dont REALLY need them to experience what the game has to offer. You can pick and choose which DLC to get (or not) and the game still plays extremely well. The faction DLCs are not worth full price IMO, but that's the beauty of being patient. Sales exist.
ie if you set the starting tech level to 10 then you can play with absolutely every unit.
Doesn't give you access to DLC *factions* tho
