Strange overwatch line of sight
https://i.imgur.com/fSfJfZu.jpg

Why city didn't overwatch-attack me when I moved with my Psyker (as in the screenshot), but did attack Chimera after that.

Does it have something to do with LoS (Ruins), or any other reason?

City weapons are 2-ranged, Psyker is 2 tiles away with nothing between them, it should have clear LoS. Psyker doesn't have antioverwatch.

Units in cover ruins/forest/city tiles are hidden unless there is an outpost/city tile/unit belonging to the enemy or his allies adjacent to the cover tile.

If you recreate the same situation with your city and an enemy psyker, you will see that you... well don't see the psyker.

Note that if you attacked with the psyker, he would have become visible for the next enemy turn.

the city commander was smart enove to know that killing a psyker is only a waste of bullets becasue they are useless?
joke aside, you dont deliver any needed info to answer your question. from where came you psyker? from the ruin field to the left? sometimes the los goes wonkers and dont shows infantery enemys in range when they end there move in cover (city ruins/woods)
also you failed to deliver the hight of the city tile and the hight of the 2 tiles betwen the city and your psyker. if the city stand on hight 1 (making it effective hight 2 becasue the core gets +1 since one of the last updates) and the 2 fields betwen it and your unit are 3 like the field your unit ended its move on, there is no los.

Another screenshot of this situation. Red arrow - no overwatch attack, green arrow get overwatch attack.

But! why guardsman is visible to the city when he moved to the forest tile?

Yep, as you can see in screenshot, it moved from the left ruin. Same height. So, can it be this "wonker" situation?

But on this screenshot guardsman goes to the forest, and he is visible to the city.

As far as I understand visibility - unit is not visible if there is something high (forest, ruin, city) between it and attacker.

That is true, I tested it (visibility can be checked with right-click-hold on the city).

I figured it out, guardsman is visible because he is next to the city (empty city tiles still work). So, forests and ruins simply hide unit (and everything behind) if not adjusted or fired from it.

Yep', I warned about this case.
