The issue is that you don't make an army fast enough to face the orks.
There is nothing, may be only Tau or Eldar , who can bust it.
In massive MP games Orks are great as a support faction. If you play a 3v3 game , the best case scenario is Orks + Chaos for early to mid game carry , and you pick Astra Militarum , Eldars or Tyranids for late.
Orks units in itself are...meh. Kill Khans and Meganoobz are nice, but ... meh.
Ressources they get from killing is...meh...to buy a can of coca cola may be.
The issue is INFLUENCE they collect.
This influence goes Warboss spam + medic + buy in shop. When turn 40 you face a lvl 6+ war boss fully geared + medboi on supp - you cant really unswer that. They can field like 5 warbosses and medboiz very early, while sacrificing boyz, that are cheap. Each warboss hit is like 32 or 36 influence, I dont recall the exact value.
SO if you want to counter orcs - snipe heroes. And here you need a good armor pen units.
And in 1v1 , there are factions that can not stand vs Orks , like Astra Militarum is almost 0 chance to past mid game.
When I know I may face orks , I pick Chaos to abuse very early power spike or Rhinos and Chaos spawns , into Hellbrute , that stomp Killa Khans and heroes mid game. Its a power game of true men melee smash , who tap harder and survive more.
Dhrukhari is also a very good bet vs Orks , they dont earn as much influence , but in melee they beat orks at some point and thier early units are just MONSTERS. Since you dont pay an upkeep in fluence its so-so with orks , so you can field heroes pretty early.
Thier early vehicules are also excelent vs large packs of units and thier melee is far far far above orks and pierce well high armor. To be honest - you really dont want to go melee vs Drukharies.
When im to face orks 1v1 I pick either Chaos or Drukhari.
At the very base orks are infantry based faction. Necrons tomb blades and anihilation bark will melt those down like butter.
You can force tech up into Barks with buying out with influence mechanic. This way you can get tech pretty early and face Orks with all you need.
Orks regen you match with Necron base + tech regen.
WITH DLC Necrons cant really deal with Orks , they dont have a good way to deal with armor until Dooms Day Barks, and in Late they have nothing to deal with Garganaults. Monoliths are meh. Ctan are meh.
Why didn't you just say you wanted an answer for base game Astra Militarum, Space Marines and Necrons rather than wasting everyone's time guessing.
