I mistook the orbital as a city the way it was described. I don't last very long in this game. But getting further.
T'au have a lot easier time spamming cities IMO... each new building that does not exist in a city adds loyalty, and some add pop limit, so Tau are a good choice (but they are DLC) if you like building cities.
Orks are also good. They are a base-game faction that can build a bit easier because they get ore from farming mobs or killing enemy units, and they get influence just for attacking enemies. They can use those unique ways of getting extra income to build cities a bit more easily.
But yeah, as Space Marines, you often might want to bee-line the techs for getting a larger radius to expand around your one city. And if you really want multiple cities, try Orks (or Tau, if you have them).
