EDIT: Take that back, it does actually matter that you solved the loyalty per influence wrong for the purpose of the technology Soulbread and Circuses. Soulbread and Circuses benefits from the 5% loyalty per 40 influence, so the +3 for each city scales up by 50% at max. Should look like this:
