No it is not. Succubus is more mobile than the healers, and the nature of her rushing melee playstyle means that you will often have to be outside their reach for some time. She deals lots of melee damage so life steal on her can replenish her health more often, making it far harder to put her down without immense firepower. And even if heals ARE available, healing on her own means you can save the heals for another unit....
As for ignoring overwatch, i do not suggest using transports with her, especially in the early game. She is very mobile on her own, especially when gaining move through cover trait on the drugs at T6 and the +1 movement item, you don't need to ferry her around. Wasting time researching transports and their buffs and resources and time manufacturing them, is a bad choice when you can just rush to the drugs research and get the units that use drugs + pure combat vehicles instead.
Not to mention that ignoring overwatch with her can make using her ultimate ability very easy. She can deal insane amount of melee damage to everyone around her, so you move up to a large group and press the button. If you don't ignore overwatch, you might not even make it there. If you do, they won't know what hit them....
Since Succubus is a melee and less tanky hero than most combat heroes, she needs the mobility to either get in good position to use her abilities and attack, or to move out of trouble. That +1 movement can make all the difference. People really underestimate how important +1 movement can be on all heroes and units.
They haven't had a base movement of 6" since 7th edition, both normal and dark eldar went to 7" in 8th edition and now in 10th Dark Eldar got increased to 8"
