It's because whenever it comes to "balancing" reasons when it comes to Chaos you have to pick between Obliterators or Terminators and the majority of the time Obliterators are going to be the ones picked to fill the same role Terminators would for Chaos, even Dawn of War had Obliterators over Terminators and that series gave them four weapons instead of just three like the Terminators for Space Marines.
