That's not necessarily what that means. Gladius tends to get one unit dlc and one faction dlc per year and thus far nothing seems to have changed.

Complete Editions just include all that exists at that moment. It's not an artificial limit to further content or a guarantee for free stuff if new content is produced later on. It is a dynamic bundle though, so you'll get a discount for new dlcs that takes into account what you already own.

Just what Grotzel said. I myself have bought the 'Complete Edition' multiple times because they offer bigger savings that way. When you have DLC you already own, the bundle takes that into account and you don't pay for those, just the ones you don't have yet.

Heck, I might by another round of 'Complete Edition' sometime in the future. I'm missing three of them.
