At least here you get sales and can somewhat space out the purchases.
Only DLC you actually can (and many say SHOULD) ignore is Lord of the Skulls.
The Lord of Skulls makes the game worse by making the battle centered around dealing with it instead of focusing on the enemy armies and cities. Doesn't seem worth it for just 1 neutral anyway.
Some of the unit packs aren't particularly interesting. The Specialist, Reinforcement and Firepower packs don't have enough interesting units, IMO. I would ignore Fortification for the time being, not really needed.
The Assault pack is must have because of the Chimera, Land Raider, and Flayed Ones. Important units to have.
If you do a quick search for 'recommended dlcs' you'll find tons of good threads on the subject. If you want more personalised advice above the things already mentioned, it would help if you provide a bit more information what you are looking for. :)
There are no really any 'bad dlcs' in my opinion.
The most important dlcs are faction and unit dlcs.
The Lord of Skulls is a bit of an outlier - it is a bit controversial, and certainly not 'necessary', but not 'bad'. I quite like the bit of random chaos it adds.
The wallpapers and soundtrack are what they say they are.
The first one I got was Chaos Space Marines, followed by the Adeptus Mechanicus and then the Tyrannids. I still haven't master the Tyrannids, so I gonna wait for the next sale to buy a new one.
After that, you can start looking at the units DLC to add some diversity to your favourites races. The more races you like to play, the more value you get out of them. I only got the Reinforcement Pack and the Assault Pack for now. Probably gonna get the Specialist Pack soon. I have more then 200 hours in this game and only got 5 DLCs.
So long story short, races DLCs add the most, the most fun is subjective and depend of what races look the coolest to you, none of them make the game worst and my personal favourite is the Adeptus Mechanicus because of their micro-managing and the Knight units are so awesome.
Edit : Forgot about the Lord of Skulls. Like others have said, skip this one.
I personally have all the games dlc at this point. The faction dlcs are good because they just add more variety to your games. The unit dlc packs arent really necessary though they do make some factions more viable to play. For example, space marines get access to some very good units they otherwise dont have via some of thse expansions.
In real life i think warhammer 40k is a scam and gamesworkshop are the greatest scammers of all time in the gaming industry. But we all fall for it because the setting and world of 40k is just amazing. And this game is no exception to that. 15 bucks for a faction is a tad pricey. Sure they add a lot of value to the game but meh. And i definitely dont agree with this games policy for selling units as paid dlc.
Over all i do love this game a lot. its the best turn based strategy game i own and best warhammer 40k game i have so personally im willing to spend the money on the dlc.
The tldr though is just go for whatever faction dlc interests you, go for whatever unit packs seem cool. and like other said you can ignore the lord of skulls dlc all together. If you want a complete experience eventually youll want most if not all the dlc. But if youre on a budget just go look at what kind of play styles factions have and choose based off that and what interests you.
I like all the faction dlc myself even if there are some i never play or rarely play. theyre just fun to have as enemies in games i play. So really i dont think you can go wrong with whatever you choose to get.
You cannot even play against a faction you don't have the DLC of, which is pretty much the reason I ended up buying all the other factions I would never play like Chaos, Orks or Tau.
If you like the game and you play it constantly, then get them all for maximum enjoyment. Maybe try first 1-2 factions, but honestly I got into game much deeper after I just bought them all. There is also many DLC for new units, which are imo important for some factions. If money is issue, then wait for sales.
If you are new to the W40K universe, I would spend an hour or so doing some light reading on the internet just to learn more about the lore, which is very interesting and rich. Maybe start here: https://warhammer40k.fandom.com/wiki/Warhammer_40k_Wiki. After a little exposure, you will probably develop some preferences and curiosity about the various races. If you are not new to W40K, then you probably already have a favor race or two. Just go with your current preferences.
I have bought all of the DLC and heavily modded the game myself, so I have a decent sense of its scope with all of the DLC units and races included. I would say that Tau and Chaos are implemented the best as far as DLC are concerned. I find AdMech the least interesting, but it's by no means bad. The Reinforcement Pack DLC seems to have the best mix of units, though several much-have units (like the SM Land Raider) are scattered across other packs. As always, wait for a sale.

All DLCs on steam show what units are added to which faction. Some are a lot more game changing than others, but that depends on what faction you want to play. I would not advise paying full price for all dlc even though the game is good, its just really expensive all together
I suggest wait for sale. I bought almost all of the DLCs like 50-60% discount couple months ago. Keep in mind the devs also need to get paid for what they are doing and I would gladly pay the prize. The game is great and everyone who like to play it is waiting for now DLC to come. :)
