How do I start a city edict?
I was playing as Astra Millatarum and I was doing the quests for the achievement. I cane across a quest that says start a city edict, but I do not see an option for it anywhere. I've looked it up (how to start a city edict) but could not find an answer. Could anyone help me out>

After researching one of the edicts, they will be visible at the bottom of the city management screen.
