You were learning how to play the game from lore books?
In game lore, if you mouse over the ghost ark unit, you get it's lore. Which is wrong in my opinion, any lore a unit has should fit in the game. Any book lore should be modified to fit the game, not just added for flavor. For instance, they should have deleted the sentence about recovering bodies and placing them in stasis until a full complement is created.
In game terms, I would have let the ghost ark get one pip every time it healed a unit. Ten pips and out pops a basic necron warrior unit. But, that just me if I wanted the lore to work. Maybe, someone could mod a ghost ark to work?
"As it glides ponderously across the battlefield, a Ghost Ark stops for each downed Necron, a veritable tide of minuscule repair Scarabs swarming over the dismembered soldier and carrying its components aboard the Ghost Ark. As the Ghost Ark continues its mission of dark mercy, so the scarabs continue their work with near-silent efficiency, rebuilding all but the most thoroughly demolished Necrons in short order, returning them to full function.
Once its contingent of passengers is full and safely locked in stasis, the Ghost Ark will either return its salvaged cargo to their Tomb World, or travel to wherever reinforcements are most needed to disgorge its payload, much to the dismay of the Necrons’ foes.
Ghost Arks are often pressed into service as conventional transport vehicles, conveying Necron reinforcements to some vital area of the battlefield, or allowing Necron forces to attack from an unexpected quarter. The enemy’s predicament is made all the worse by the fact that Necrons deployed in this fashion are, to all intents and purposes, accompanied by their own mobile repair station. Only by destroying the Ghost Ark can the foe have any hope of victory.
While Ghost Arks seldom pose a direct threat, they often prove to be one of the greatest weapons in the Necron arsenal. Even when a foe begins to thin the ranks of the Necrons, a Ghost Ark has the potential to undo all of their hard-won progress. For this reason, enemies of the Necrons who have previously encountered these high-technology hearses tend to make them a priority target, even focusing fire on them before turning weapons on the advancing Necron infantry."
Why would the scarabs DECONSTRUCT a salvageable Necron body that's only missing an arm or both of its legs just to RECONSTRUCT the entire body? Better time used to build replacements of those parts than recycle the entire thing.
Which gives the impression that it's something they do on a regular basis. The same way that bolters CAN penetrate tank armor. It makes it sound like a space marine can butcher tanks easily.
Unfortunately, in the fluff, 'can' should often be replaced by 'once in a blue moon'. Or 'barely theoretical chance'. It's why a lot of the fluff texts can be very misleading.
It's also why space marines in one book can singlehandedly take out a guard regiment, and in another, they die by the hundreds against the same.
Units are often described in a way to sound super cool and powerful with a veritable superlative soup. But, when you look at the actual numbers... they are not all that and a bag of chips. Or, I guess, everything is so 'powerful', a powerful unit is just meh.
And the goast ark is just a glorified transport with a healing ability.
Which actually IS quite useful.

The description says that the Ghost Ark swarms with nanites that repair even the most critically damaged Necron units. Functionally, the Ghost Ark heals wounded Necron units. I don't see a contradiction, here.
