How do you use Fortress Of Redemption for resources?
The tip for the Fortress Of Redemption says it harvests resources from the map. But it doesn't seem to harvest resources from regular tiles that have rocks on them. It can control resource tiles where you can create Outposts, but you can get those resources by just creating an Outpost. So how does the Fortress give you an advantage in resource gathering?

The fortess gathers the ressources from outpost tiles and "sends" them to your city.
If you build it besides an outpost and capture it that way your city will get the +20% production.

EDIT:
Don´t know if my explanation is good enough so here an example:
If you capture an Ore Field (+2 ore, +20% ore production) you only get the +2 without the fortress. The fortress takes the +20% and funnels them to your city, just like outposts that are part of the city itself.

To make things a bit clearer

You know how if you build your city within reach of an outpost (resources), and you expand your city into that hex, you can't build anything there, but you get a boost and a bonus to that resource?

That's what fortresses do, if you place them next to the outpost. Since SM can't build additional cities, that's how they get production bonuses. Just occupying the hex with a unit (and not losing it) just gives you the first part, the + whatever. You don't get the second line. Fortress gives that.

So instead of 2 per round I will get 2.4 per round of a fortress is next to the resource?

Does the fortress need to capture the resource or can it be built later?

It can be built later.
You do need to control the outpost to get the bonus (e.g if the outpost is acquired by an enemy city, even if you put your FoR adjacent to the outpost, you won't get any bonus)

No, you do not increase the 2 from the outpost by 20% but the output of your city. If you have three Refectories (Requisitions generator) with a combined output of 18 THOSE get the 20% modifier up to 21,6.

simple spoken the FoR transfers the % bonus of an outpost tile it stand nearby to your SM Citadel as if the outpost was integrated into your city.

I believe the explanation is in the building's stats, the game considers it a Fortification which by the games rules all resources and control of Outposts is given to the Fortification, regardless of what's nearby or on top of the tile

nope cursed, the only thing in the resource ocupation sector is exactly the % Transfer from neighbouring outpost tiles (as long the FoR occupies that Tile, it can be robbed of ownership by city tiles) , the FoR dont gives any other resource boni or "harvest" anything else. and all other Fortification give no resources at all and can only hold ownership over outpost tiles (a important fact because the SMs second Fortification, the macro cannon, dont transfers the % bonus)
