Which is a bit funny since you can clearly see the Space Marines are Ultramarines no matter what color they are in-game.

You can play as Raven Guard, just select SM and turn your screen brightness down to zero

too bad I am not a Raven Guard fan and not a Necron fan.. A game with this price and this many DLCs which are also expensive just should at least offer all chapters in all factions. or most-

You are aware that every individual army is priced by GW? Even though like I said the Space Marines are obviously Ultramarines (especially when considering the Gulliman text from some of them) you can literally RP with the colors and just say you're a different chapter than Ultramarines, unless you pick Ultramarine blue.

Every race has "chapters". Different guard regiments, craftworlds, Ork clans, Necron dynasties, Chaos legions. The game can't cover all of it and SM already get enough special treatment as it is.

That mod is as much as you're going to get. The game doesn't have the depth/capacity to do red/white/black/green/yellow etc. flavored space marines. Each chapter has its nuances, and it's difficult enough to make the game balanced without throwing that into the mix.

I mean... Dawn of War had the flavor colors... even if they were nothing but cosmetic.

If we're talking just an option for cosmetic appearances, then that's probably doable.
