If I have a high level malanthrope, is it a waste to build a city with it?
Is there any boost provided to the city somehow or should I just make a fresh malanthrope and eat the existing one.

Personally, I find that the levels really only matter to actual combat units - the malanthrope is there just to boost my research while the others mop up - I usually have 3-4 mals soaking up research and break them off periodically to make new cities when convenient.

Like Ayatollah said levels on non-combat units like Malanthropes don't really matter, they get a minor health and defense boost and they do a little extra damage but it hardly matters.

Also you don't need to eat max-level malanthropes same as the Space Marine Captain's influence per experience ability they still get research per experience value at max level.
