I actually don't know much about Dark Eldar, but I imagine they wouldn't have the same settlement issues the Eldar has since they don't even have the ability to make the same structures, but I imagine they would still have reduced pop growth and likely a slavery mechanic tied to loyalty.

The Dark Eldar can't use wraithbone. They can use webways but constructing huge settlements off them seems a stretch, especially since they kind of only have one massive city in the lore. I don't really know how settlements would work for them.
Or just say eff it and make a Harlequin faction

Cheers my man :D So, I forgot to mention something
The slave resource is a resource that can be used to issue special abilities, like a mighty soulstorm, and it also simultaneously works as a percentage increase for all resource gathering. Functions like loyalty's bonus percentage increase. Only that here since our dark eldar template here cannot found cities, they have no use for Loyalty.
and as long they dont get it together and bring the Eldar in line with the tabletop stats the DE can only get a big mess (somehow with each new race there transition from TT to gladius stats goes more into the dumpster)
