If you get a Windows error with something about Vulkan, you found the problem.
Unfortunately the game requires Vulkan support and there's no way around it.
That's not quite true.
By switching to the Legacy beta (which allows DLC only up to Chaos excluded), you can play without Vulkan support, albeit an older version and with only a few DLC.
If you don't have a videocard that support Vulcan don't buy this game and save it for a new laptop. It's kind of stupid to buy the game now and run a version of the game from may 2019.
Only caveat is some desktop drivers don't like fullscreen Vulkan (stream client will show only black screen, but the host is playing just fine). Just set the game to run windowed at your laptop's native res. I use 1366x768 for my old laptop and to be honest you can't even tell the laptop is not rendering it; it looks and plays great over wifi.
