Edit: The OP of another post thinks Eldar heroes are very strong.
It's not a warlord like the Chaos Lord or the Warboss. It's a support hero, who can make opportunistic kills (his disruptive grenade, especially with +3 accuracy, can be the bane of a vehicle, the plasma grenade can slaughter infantry), to further boost his allies.
I haven't tried the Spiritseer. But as far as I know, it's your only healer, so he's probably interesting. I think he can also make Wraithknights even deadlier.
The Farseer Skyrunner is used to kill especially tough units. Whether through the help of its +100% damage skill or through the help of Mind War (it ignores every save and cover and armor and anything. It's (your_morale - enemy_morale)*1.5 HP removed to the enemy).
