Note that it's not "troop transport" but "TRANSPORTING troops".
i.e : You need to put units in the tidewall (like a fire warriors), and it will be able to move.
(If you don't play the english version, and especially if you play with the french localization : AH AH AH AH AH AH. The french localization is bad)

Also works great for keeping your Fireblade Cadre alive. Units inside the gun rig get experience so you'll quickly and safely get to level 6 and get the massive +6 loyalty to every city.
